Change of use from a pub/restaurant use (within Class A3/A4) to 13 residential units, comprising 2 no. studio flats, 6 no. 1-bed flats and 5 no. 2-bed flats, and associated alteration

OBJECTION-There appears to be no change in principle to the previous application. The design and access statement is out of date and refers to a ramp and a garage. Despite the suggestion that the flats have been designed as 'Lifetime Homes', it is evident that all flats are inaccessible to wheelchair users and other disabled people by virtue of there being steps at the entrance. This lack of accessibility is compounded by the lack of any parking provision or drop off and a small lobby. As this proposal is a change of use and Building Regulations only apply to require any existing access to be maintained. it is essential that the matter of disabled access forms part of the planning consideration. It is noted that there is an existing lift to the basement and it is contended that a lift in this position could be extended to at least the first floor, thus creating accessibility. The first floor flats should then be designed to be, at least, adaptable.

The gym is far larger than would be needed for 13 flats and it appears likely that this would be a commercial enterprise. Access for disabled people should be provided and the lift would facilitate this.     (open for comments as at 18/10/2017)
